Yes, but only to people who do not read. The Wiccan Rede is a guideline and, at best, a moral pronouncement rather than a suggestion as to ethical behaviour (See The Ethics, Theory and Practice of Cursing by Ian Sturrock).
We can only think of Karma, and its concomitant threefold law in Wicca, as a controlling device that exists only in the heads of those that believe they should be punished for a particular thought or action. In short, if you believe the revenge to be justified then no such “law” will bite back, unless you have a perversely slavish mentality. Nonetheless, it is prudent to be mindful that as a result of any revenge that you could be next.
Gerald Gardner created the threefold law in the late 1940s; it was putatively inspired by Austin Osman Spare. For an alternative attempt at its origin, see Kath Glover's article on the threefold law in Pentacle Magazine (Autumn 2004).
There is little backing to support the threefold law as anything other than a psychological law, to which only certain a subset of Wiccans subscribe.
Nonetheless, the threefold law appears to have taken on a life of its own and appears to be widely believed in Wicca circles as literally existing. We are doubtful whether it is believed outside Wiccan circles. It is not the same thing as Karma due to the fact that Karma is not threefold. In turn, Karma is not to be confused with physical conservation principles (as expressed in thermodynamics).
